Who Needs a Tibet Travel Permit in 2026?

All non-Chinese citizens require this permit to go to Tibet. Therefore, all foreigners.

Foreign Nationals

All foreign nationals/passport holders need the Tibet Travel Permit before entering the Tibet Autonomous Region. This includes travelers entering Tibet:

• From Beijing, Chengdu, Xining, or another mainland Chinese city either by train or flight
• Overland or flight from Nepal
• As part of a private tour
• As part of a group tour
• Traveling alone with a private guide and driver

The requirement applies regardless of whether the traveler is visiting for tourism, photography, culture, sightseeing, or pilgrimage.

Taiwan Residents

For travelers from Taiwan, a different kind of Tibet Travel Permit is required, and different documents are required to apply for it. You will need:

• Valid Taiwanese identity card or a Taiwanese Passport
• A Mainland Travel Permit for Taiwan Residents
• Insurance
• A Tibet Travel Permit that is issued by the Taiwan Affairs Office of the Tibet Autonomous Region
• Additional permits required by the itinerary

Not all travel agencies in Tibet can help apply for a Taiwanese Tibet Travel Permit. There are a few agencies in Tibet, like us, that can help Taiwanese apply for this Tibet Travel Permit. Taiwan residents should confirm that they are in touch with the right travel agency and get the correct procedure with their travel agency before booking transportation. It takes longer to process this permit, so you should start applying one and a half months in advance.

Indian Passport Holders

When it comes to traveling to Tibet as a indian citizen. There are two different procedures: Visiting Tibet for Kailash Mansarovar Yatra or for tourism in other parts of Tibet. Or in other words, you are visiting for pilgrimage or tourism.

Kailash Mansarovar Yatra / Visiting Tibet for pilgrimage

Indian citizens visiting Tibet to visit Mount Kailash and Lake Manasarovar must follow a special pilgrimage application process. No ordinary travel agency in Tibet can host you and help you get your Tibet travel permit. Your yatra can only be hosted by the China-India Pilgrimage Service Center; this is the same organization that will handle your Tibet travel permit for the Kailash Yatra. This organization does not work directly with clients; rather, it works with the Indian Government and Kailash Yatra agencies in Kathmandu, such as Holy Himalaya and Touch Kailash.

Indians tour to other part of Tibet

If you are visiting other parts of Tibet, such as Lhasa, Mount Everest Base Camp,p, and central Tibet. You can work with a local Tibetan travel agency like ours to arrange a regular Tibet Travel Permit and tour. The process of obtaining a permit and entering Tibet is the same as for Foreign Nationals as mentioned above.

There is an increasing number of Indian travelers asking for a self-drive tour in Tibet. It is possible unless you are visiting Kailash and Mansarovar Lake. In addition to the regular permit, we will need to arrange a tour car deposit with Chinese customs, a temporary driver's license, temporary car registration with a number plate, and Car insurance. We can do all of those arrangements. You will only need to send us your car registration certificate, driver's licenses, and car insurance.

Hong Kong and Macau Residents

For the residents of Macau and Hong Kong. You can travel to Tibet with your HK/Macau SAR Passport and Home Return Permit. There is no need for any additional permits, such as a Tibet travel permit. But if you are planning to visit places like Mount Everest Base Camp, you will need to apply for Border permits, as all other Chinese citizens do. When you arrive in Lhasa, you can apply for it at the China Immigration office, or you can apply in China Immigration’s Mini App on WhatsApp.

Chinese Citizens

Chinese citizens holding a valid Chinese Identity Card are generally exempt from the foreign traveler Tibet Travel Permit system. You will need to apply for border permits if you are visiting Mount Everest Base Camp, Mount Kailash, and other border areas.

Diplomats, Journalists, and Government Officials

Diplomats, journalists, media workers, and government officials usually cannot use the standard tourist permit process. You must contact the appropriate Government agency for your visit to Tibet.

Overseas Chinese Without a Chinese Passport

People of Chinese origin who do not hold a PRC passport may be treated as foreign travelers for permit purposes. In such cases, they may need:

• A Tibet Travel Permit
• A Chinese visa or valid visa-free status
• Additional permits based on their itinerary

Nationality and travel document status are more important than ethnic background when determining the procedure.

Main Requirements for the Tibet Travel Permit

The exact requirements for the Tibet permit may vary depending on your nationality, the types of Chinese visas on your passport, and how you plan to enter Tibet.

1. Valid Passport

The first document we will have to submit at the Tibet Tourism Bureau is the Passport. You will need to send us a clear, high-resolution color scan of your passport information page (the one with your photo and other details, such as your name, date of birth, etc.). You can also take a picture of this page in a clean, well-lit environment using your modern phone camera and send it to us.
It is often said that the passport should have at least six months of remaining validity, but it is good if your passport is valid during travel dates in Tibet. We recommend even more validity than your travel date in Tibet to have a safety margin.

Please make sure:

• The copy of your passport is clearly visible
• All information on the passport, including the passport number, is readable.
• The photograph is not blurred
• The document is not cropped to miss any informations
• Please make sure you submit the passport you will use to enter China. We often have cases where a traveler has multiple passports and uses one to obtain the permit, then brings the other to enter China.
• If you have a valid Chinese visa on an expired passport. You will have to submit both the expired passport and the current valid passport

2. Chinese Visa or China Visa-free entry

There are about 70 countries with visa-free entry to China for up to 30 days. If you are a citizen of those countries, you don't need to get a Chinese Visa to travel to Tibet. This visa-free entry is valid for entry into Tibet from Nepal, whether traveling overland or by flight.

If you are not a citizen of the above-mentioned 70 countries. You must send us your Chinese Visa along with your passport. You can travel to Tibet with any valid Chinese Visa.

Most foreign travelers need a valid Chinese visa before entering Tibet. If you have a Chinese Tourism Visa (L category), you can only send your passport and Visa. If you have other kinds of visas, you will have to submit an additional letter supporting your visa.

Supporting letter for your Chinese Visa

• Work Visa (Z), Business Visa (M) or APEC Business Travel Card: You will need to submit a letter from your employer stating your enrolment in their company, along with the names, passport numbers, and date of birth of you and your spouse's (fellow travelers') visas, which might be on a family visa.
• Student Visa (X1 / X2): You will need to submit a letter from your institution confirming your enrolment, or a valid student ID card issued by your institution.
• Family Reunion / Visit Visa (Q1 / Q2): If your family/spouse is a Chinese citizen, you can ask him/her to go to the local community office and ask them to write a letter stating your relationship with them and your plan to visit Tibet.
• Private Visit Visa (S1/S2): If you are on this visa to visit your foreign relatives who are working or studying in China. You can ask the company or the educational institution your relatives are enrolled in to write a letter stating your relationship with them and your plan to visit Tibet.

All the above supporting letters need to include your information, such as your full name, nationality, passport number, and date of birth.

3. Confirmed Tour Itinerary

Before applying for your Travel Permit, we would like you to confirm the tour plan and book that tour with us. Using the same tour itinerary, we will apply for the Tibet travel permit.
The following are a few additional things we will need to know when applying for the permit, along with your travel plan in Tibet.

• Entry city and hotel address: The permit should clearly state your entry city and hotel address. We will have to send the original permit to you at your hotel in the entry city, as you will need to present it at the train station or airport before boarding a flight or train to Lhasa.
• Arrival date
• Departure date
• Destinations

Once the application is submitted and accepted by the Tibet Tourism Bureau. Any changes to the tour plan mean reapplying for the permit, and the process has to be started again.

4. Tour Booking and Agency Contrat

The last document we need to add to the Tibet travel permit application is the following:

• A tour contract with Us ( Local Tibetan Travel Agency) that will apply for it on your behalf
• Transportation arrangement to and from Lhasa
• Accommodation in Tibet during the tour
• A registered guide information including: name, guide license, and phone number
• A fixed itinerary

All the tours in Tibet must be part of an organized tour with a local agency. You can choose to do the tour either privately or by joining our group tour to share the cost of the tour guide and the private vehicle.

How to Apply for the Tibet Travel Permit

Tibet Tourism Bureau in Lhasa is the sole authority to issue this permit, and only a locally registered Tibetan Travel Agency in Tibet can apply for it. Travelers cannot apply for it directly.

Step 1: Choose Your Route and Tour

The first step in obtaining a Tibet Travel Permit is choosing the right tour route or the right Tibet Tour plan. Ideally, you can write to us the places you are interested in visiting and the number of days you have for Tibet. After knowing this, we can step up a best travel plan to suit you and the local conditions in Tibet.

Begin by deciding what type of trip you want to take.

Common options include:

* Lhasa cultural tour ( 4-5 Days)
* Lhasa and Shigatse (6 to 7 days)
* Everest Base Camp ( 8 - 10 days)
* Everest and Namtso Lake (9 - 11 Days)
* Mount Kailash, Manasarovar Lake pilgrimage from Lhasa ( 13-15 days)
* Nyingchi and Lhasa tour (8-10 days)
* Overland travel from Nepal (7-11 days)
* Lhasa - Samye - Shigatse spiritual tour (9-12 days)

Your destination determines which additional permits are needed and how long the application may take.

Step 2: Select an Authorized Travel Agency

The Travel agency in Tibet plays the most important role in securing a tour permit. Choose success of the tour. Therefore, it is very important to choose a reputable local agency experienced in arranging international tours to Tibet.

Before you book the tour. it is recommended to confirm:

* Whether the agency is authorized to operate Tibet tours and able to apply for the permit on its own; whether required permit fees are included in the services
* Whether transportation and hotels are included
* Cancellation and refund terms
* Where the permit will be delivered to your hotel in other cities in China

A reliable agency should explain the permit process clearly rather than promising unrestricted or independent travel.

Step 3: Confirm the Tour Contract and give all the information required for applying for the permit

After confirming the tour, we will need you to sign a contract to officially book it. We will send you the tour contract to sign and an invoice for the tour deposit. In addition to the tour itinerary we will prepare for you, we also need other important information, such as your hotel addresses in other cities in China before coming to Lhasa and your flight/train number.

The confirmed contract gives us all the information we need to begin preparing the Tibet travel permit application.

Step 4: Submit Your Documents

Send high-quality scans of your passport, Chinese visa (if applicable), and any other supporting documents to your passport if you have a non-tourist visa.

Step 5: Agency Verification

Once you send us the documents above, we will review them individually before submitting them. If information is missing or inconsistent, the agency may ask for corrections.

Step 6: Submission to the Tibet Tourism Bureau

The submission of the Tibet Travel Permit to the tourism bureau is done via an online platform. We will submit the application. The duration of the permit process depends on tour route. The application may involve coordination with following government departments.

* The Public Security Bureau
* Military authorities
* Border authorities
* Local government departments

Standard sightseeing itineraries usually require on one permit, tours with border areas need border permit, Kailash region need military permit and finally zanda home to famous ruins of Guge Kingdom involve aliens permit.

Step 7: Approval and Delivery

The permit application has to be first approved at Tibet tourism bueau, after this the process will go thought other related Government agencies online, that it will be come back to Tourism bureau follow by manually submitting the permit to militiray authoriry for kailash and manually applying the Border permit.

Once when the permit is completed, we will arranges delivery of the permit to you as per your travel plan. You have to show the original permit when boarding into train or flight to Tibet, therefore we must send your permit to your hotels in Chengdu, Beijing, Xining and other mainland cities. For Urgent case we can help to deliver the permit at the airport or train station in Xining and in Chengdu.

For travelers entering from Nepal. We cant send the permit to kathmandu. some times at the kathmandu airport the airlines might ask to show the permit. for such situation we will send you scan copy of the permit and you can show it in your mobile phone.

When entering into Tibet either from the overland landroute or at the Lhasa Gongar International airport, you will meet your tour guide at the border and she will have your permit in her hand and she will help you checking in.

There were many case, when travelers were ask to show the tibet travel permit by the airlines before flying to China. Specailly those who are coming to Tibet on free visa. it is always better to have the soft copy of the permit in your phone. We will send you the copy of the permit as soon as it is complete.

Tibet Travel Permit Processing Time in 2026

Recently, the government has moved the permit process 80% online, making it 60% faster than before. Prior to that, we had to do all the application manually and print loads of paper. At the Tourism Bureau, staff have to manually enter each traveler's details. But the processing time for a Tibet permit depends on the place of visit, as some places in Tibet require additional permits, such as a military permit, a border permit, and an Aliens permit. The time of application could also affect it, as in a year there are a few times when there are multiple days of official holidays in China.

Standard Itineraries

For a basic itinerary with 4-5 days in Lhasa, 6 days in Lhasa and Shigatse, and an 8-10 day tour to Mount Everest Basecamp, the application may take approximately:

• 8–15 working days after complete documents are submitted
• An additional 2–5 days for delivery within mainland China

Restricted or Remote Areas

If you are visiting Mount Kailash and Lake Manasarovar in Ngari Prefecture, it will take about :

• 20–30 days
• Sometimes longer during peak seasons or policy changes

Recommended Application Window

The speed of the permit process can be affected by lots of factors, like the busy season, national s,holidays, and the complexity of your travel plan. Whenever possible, it is best to apply for the permit at least 20-30 days before your travel date. If you are going to Kailash, it is better to consider applying for the permit 30–45 days in advance.

It is recommended you apply for the permit well in advance during the following time

• May through October due to high traffic
• July and August, summer holidays for schools
• Chinese public holidays
• Chinese New Year
• Tibetan New Year
• National Day holiday

Do not schedule a tight connection between permit delivery and your departure for Tibet. A small delay can quickly become a large headache at high altitude—a place where even the clouds seem to move slowly.

Additional Permits for Tibet Travel

Besides the main Travel Permit for Tibet, there are other additional permits in Tibet based on your travel destinations in Tibet. The following are the additional permits you will apply for.

Border Permit:

The border permit is issued by the China immigration authority in Lhasa. This is the last permit we will apply for before sending your permit to your hotels in other cities in China. This permit is checked when you are entering border areas, such as Mount Everest Basecamp, before entering border towns like Zangmu and Kyirong, at Saga, and in other areas of the Kailash region and Kongpo prefecture.

We usually don't send the Border permit to you before you arrive in Lhasa, since it can’t be reissued if we lose it.

Military Permit:

As the name suggests, this permit is issued by the military authority in Lhasa, Tibet. Once the Tibet Tourism Bureau approves the permit application, we have to submit the permit manually. All the travel agencies in Lhasa will apply for this permit together once a week. It will be approved the next week when we apply the next batch the permit list. There fore Permit for Kailash journey take most of the time up to 20-25 days.

A military permit is a list of thousands of people, compiled on multiple A4-sized pages. We will only have to print the first page, the page on which your name is listed, and the last page to submit at the checkpoint.

Alien’s Travel Permit

As of right now, this permit is only issued in Darchen, as the above-mentioned places are near Darchen. As soon as you arrive in Darchen, your tour guide will register your arrival, obtain the letter to purchase the Kailash Trekking entrance ticket, and apply for the permit at the Tibet Culture and Tourism Office in Darchen.

Permit Combinations by Itinerary

Here we show what permit combinations are required based on your tour itinerary.

Lhasa City Tour or tour within Lhasa Prefecture

If you would like to visit only Lhasa Prefecture or Lhasa city, we will require only

* Tibet Travel Permit

With only a Tibet travel permit, we can visit any places within the Lhasa prefecture without mentioning the destinations on the Tibet permit. On top of that, you can visit Yamdrok Lake too.

Lhasa Prefecture and Tsedang Prefecture

If you are visiting Lhasa Prefecture and Tsedang Prefecture, which is famous for its Samye Monastery, Yungbulakhang, and the tombs of Tibetan Kings. We will only require

• Tibet Travel Permit

But in Tsedang Prefecture, all attractions must be listed on the permit's first page. You are prohibited from visiting any places that are not listed on the permit.

Lhasa and Shigatse tour ( 6 days)

This 6-7-day tour begins in Lhasa with arrival, and an additional two days of sightseeing in the capital. You will then continue your journey from Lhasa to Gyantse and Shigatse via Yamdrok Lake and the Karola Glacier, and end the tour with arrival back in Lhasa. For this tour, you will only need

• Tibet Travel Permit

We could add a few additional monasteries and towns along the way in the Lhasa and Shigatse part of this tour. This tour is a small portion of Tsedang prefecture, which begins at Khampala Pass at Yamdrok Lake and continues to Carola Glacier on Mount Norjin Kangsar before entering Gyantse town. In this part of Tsedang, we can visit any place ot listed on the permit.

Lhasa to Everest Basecamp (8-10 Days)

This is the famous 8-day tour from Lhasa to Everest Base Camp and back to Lhasa. We also offer this tour as a group tour where you can join in to share the cost of the driver and tour guide with fellow travelers. Tibet tour starts in Lhasa, continues toward Everest via Gyantse and Shigatse, and traces your way back to Lhasa. For this tour, you will need

• Tibet Travel Permit
• Border permit

On this tour, we will need a border permit, as the Mount Everest base camp is located near the border between China and Nepal. The border permit will be checked at the entrance of Mount Everest Base Camp, where you will take an eco bus to reach it.

Lhasa to Kathmandu Overland tour

This tour runs along the famous Friendship Highway between Lhasa and Kathmandu. In addition to the above 8-day Lhasa Everest Base Camp tour, you will drive to the border town to depart for Nepal. The tour is ideally a 7-day tour, but you can choose a slower pace to make it 11-12 days. The permit requirement for this tour is only

• Tibet Travel Permit
• Border permit

On the last day of the tour, our tour guide will escort you to the border port and help you check out of China. You can choose to reverse this tour plan and enter China from Nepal. In this case, you will meet your tour guide holding a permit, and he will help you with the check-in procedure at Chinese customs. On this tour, all major attractions must be listed on the permit. We will list it as per the requirement.

Lhasa - Everest basecamp - kailash Mansarovar lake tour

The famous Lhasa-to-Kailash overland journey is one of the most popular tour routes in Tibet. For this tour, we will need

• Tibet Travel Permit
• Border permit
• Military Permit

In addition to the above tour plan, all three permits will be checked before entering Saga County and throughout Ngari Prefecture.

Lhasa - Everest basecamp - kailash Mansarovar lake - Guge Kingdom Tour (16 days)

This is one of our best-selling tours in recent years. In addition to the above tour. On this tour, you can add 2-3 days to enjoy a visit to the very unique ruins of the Guge Kingdom, the kingdom that once controlled the southern silk route. Here you will need the following permits.

• Border permit

first three permits are applied for by us before you arrive in Lhasa. But the Alien's Permit must be obtained from Darchen. It will only take a few minutes for this permit, and your guide will ask for your passport.
